  Improve logging of OVS agent in order to log messaging exceptions

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  In some cases like when OVS agent fails to fetch data from the plugin
  via rpc, it raises DeviceListRetrievalError while swallowing original
  exception which might be helpful to troubleshoot the issue.
