  should send error notifications on reschedule build failures

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  No error notifications are sent when VMs are re-scheduled.

  However this can lead to NoValidHost errors being the the only
  notification for something that error-ed because of an error that
  happened three times or three different race conditions, or three
  different errors.
