This is an openstack infra bug not a nova bug. AFAIK infra is now using
storyboard for bugs: https://storyboard.openstack.org

  PIL is deprecated in lodgeit

Bug description:
  is advised to use pillow instead of PIL, so i updated the bootstrap in that way.
  Tested and looks working.
