  l3 agent periodic sync does not respect the fuzzy delay

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  The L3 agent does not honor the configuration value from l3_agent.ini
  for the periodic router sync fuzzy delay so it runs immediately after
  start.
