  schedule fail on live migration

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  I live_migrate the VM to anthor host,  but in scheduler, it select the
  host whitch hypervisor_type is not same as source host, when it try 3
  times, the conductor raise a InvalidHypervisorType exception. But in
  my cluster , there has the hypervisor_type whitch same as the source
  host, so I thick  the scheduler selected the host need  to select the
  host which hypervisor_type same as the source host  priori  on
  live_migration, and,  the scheduler should be added the hypervisor
  filter, whitch can take effect on live_migration.
