  Ha router should not have l3 agent less than
  "min_l3_agents_per_router"

Status in OpenStack Neutron (virtual network service):
  Opinion

Bug description:
  when a router is ha, it should bind to at least
  "min_l3_agents_per_router" l3 agents, but now if a ha router has bind
  to two l3 agent, and the "min_l3_agents_per_router=2",  it also can
  remove a l3 agent by "l3-agent-router-remove".
