Title:
  Length of name-field for `Create Network` was not checked

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  For reapeat bug:
  1 update Horizon master-branch
  2 go to project/networks, click `create Network`
  3 in `name` field add string more than 255 charts
  4 after click `create` -- network save successful

  But name of network have only 255 charts
