[Bug 1402917] Re: Error: You are not allowed to delete volume
This can currently be accomplished in horizon by updating the volume
status to 'error' and then deleting the volume. Cinder does not support
deleting a volume whose status is in-use (even if that status is wrong),
and neither should horizon.

Proposal:
It should be allowed to delete the volume which is attached to an already-deleted VM.
This scenario can occur when the associated VM is deleted but the
auto-triggered volume-detaching process is failed accidentally. If so,
it results in the case where the volume is attached to an already-
deleted VM
