[Bug 1413729] Re: Improving xstatic documentation

The contributing page above has a link to the openstack page on
StackForge (http://ci.openstack.org/stackforge.html#add-a-project-to-
stackforge) , which in turn links to the Project Creator's guide. I
think this is sufficient.

In addition, the horizon team is in the progress of moving away from
packaging JS libraries with xstatic and using bower instead, so this
whole topic should soon become obsolete.

Title:
  Improving xstatic documentation

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
We have pretty decent documentation on how to include 3rd party JS libraries through Xstatic.
  http://docs.openstack.org/developer/horizon/contributing.html#javascript-and-css-libraries

While going through the process myself, I find that its not sufficient in details. We should also include a link on how to get your own stackforge project up and running.
  http://docs.openstack.org/infra/manual/creators.html

Lets add this link to our docs.
