Title:
  wrong version of oslo oslo.rootwrap in requirement.txt

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  oslo.rootwrap 1.5.0 as namespace change from oslo.rootwrap to
  oslo_rootwrap  , but requirement.txt  allow installing oslo.rootwrap
  1.3.0.

  this causing  openvswitch not to start in Mellanox CI.
