  for CADF notifications, the initiator's ID (not name) should be
  user_id

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  Currently, when emitting CADF notifications the initiator portion of the payload contains an ID field, and an optional Name field.
  We have been setting the initiators name to the user_id, we should be setting the initiators ID to that value
