After discussions with Maru, we've decided to abandon this change, as
the effort to remove the duplication is not worth it. Requires
modification to run-tox for sudo for dsvm-functional.

Title:
  Remove duplication in functional gate hook

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  The post_test_hook.sh script has generate_testr_results(), which is
  used in the neutron and neutron-vpnaas (and in the future other *aaS)
  repos.

  This bug is to move this up into the destack-gate repo and use it from
  each of the repos, thus removing the duplicate code.
