  SRIOV mechanism driver doesn't support flat networks

Status in OpenStack Neutron (virtual network service):

Bug description:
  The SRIOV mechanism driver only supports vlan networking at present.
  It would be useful to support flat networking as well.

  I have a report that omitting the vlan id from the libvirt xml (by
  commenting out [1]) allows flat networking to work.  It's not clear
  whether neutron providing a vlan id of 0 would have the same effect.
