  fixture module from oslo-incubator should be dropped

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Now that we're able to migrate to oslo.concurrency, the only remaining
  usage of any fixture from incubator is for config one, which is also
  available from oslo.config itself. So we're open to drop yet another
  unused module from neutron tree.
