Title:
  Nuage: Manual sync should not start if Neutron sync is in progress

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  There are two ways to run sync in Nuage plugin

  1) Run it as part of Neutron
  2) Run it as a standalone tool

  So when Neutron sync cycle is in progress,  one should not be 
  able to run sync usig the standalone tool and vice-versa
