  Lack of warning when JavaScript is disabled

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Steps to reproduce:

  1) Disable JavaScript in browser settings.
  2) Navigate to Horizon.
  3) Login to Horizon Dashboard.

  Actual: Horizon Dashboard looks usually, but performs malfunction of
  most Horizon capabilities.

  Expected: to see some warning to enable JavaScript.
