  Decorator for skipping tests hitting known bugs

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Adding an option to skip tests methods and classes when hitting know
  bug might be a useful util for the integration tests.

  The decorator should be based on top of the foundation written in:
  openstack_dashboard/test/integration_tests/tests/decorators.py
