  no way to know the flavor id for non admin users

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  non admin users not able to get the flavor id in horizon.

  in instance table filter, we can filter based on flavor id but there
  is no way to get the flavor id for non admin users.
