  Including css files in Horizon

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  All stylesheet files should be imported in horizon.scss using scss's
  @import. and only file referenced in _stylesheets.html should be
  horizon.css

  This allows all scss files to use variables defined in horizon.scss
