Bug description:
  The python keystoneclient reports a set of connection errors as
  "Connection refused", except connection refused itself:

  keystoneclient/blob/a333c56ac9a6b48b8e5d16e654251fb7d15bd89f/keystoneclient/session.py#L411

  This can make tracking down authentication and connection problems
  difficult without using a tool like strace.
