  Refactor lbaas plugin to not inherit from Lbaas Db plugin

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  Currently lbaas plugin follows common quantum practice and inherits from Db plugin.
  However unlike core plugins which extend core Db object model, lbaas plugin is responsible for coupling Db operations and interaction with agents/drivers.
  It would be convenient to be able to mock entire Db plugin operations and test plugin-specific logic only.
