    Changed the log format for horizon's apache configuration
    
    The default apache log format is noisy. Added a custom log format
    that matches the other apache log format of projects like keystone

  verbose logging with standard devstack settings

Bug description:
  using a standard devstack setup, there seems to be a lot of (invalid)
  error logging.  not sure if it is expected behaviour but it visually
  seems odd that it logs with [error] on every call yet the response
  seems to be ok:
