  PageObject's switch_window doesn't switch to new tab

Status in OpenStack Dashboard (Horizon):
  New

Bug description:
  switch_window works when the page is opened in a new windows, but
  doesn't work when the page is opened in a new tab.

  Take test_dashboard_help_redirection for example: the help link try to open docs.openstack.org, the chrome browser will open the link in a new tab,  the  
  switch_window won't switch to new tab
