Consensus seems to be to retain "Instance",  so marking bug as Won't
Fix.

  Horizon should say Server instead of Instance

Bug description:
  During the Juno Summit session on consistency in APIs, it was pretty
  clear from the other services' perspective that "server" should be
  consistently used for any user-facing string, and that "instances" is
  only ok if it happens to be in internal strings.
