As far as I'm aware, this is an external package that isn't supported by
Horizon. Most install guides seem to advise removing the openstack-
dashboard-ubuntu-theme package.

  Settings dropdown text illegible

Status in OpenStack Dashboard (Horizon):
  Won't Fix

Bug description:
  Until onmouseover, the text in the settings dropdown is white on
  white, making the options illegible.
