  Cisco: Nexus plugin should not be invoked for port update if it is not
  configured

Bug description:
  The Nexus switch is being invoked to update port when it is not
  configured. Only the N1KV plugin should be invoked.

  Affects only stable/icehouse. Nexus plugin is removed in Juno.
