Title:
The 'Uptime' value Instance overview page shows is not the
  conventional Uptime

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
In instance overview page the 'Uptime' value is counted as the amount
of time passed since 'Created At' timestamp. This is not what is
usually meant by 'uptime'. It shows the time the instance has been in
active state from the last change be it reboot or shutdown.
