Title:
  Keystone does a select * from assignment table even if a filter is
  provided in the URL.

Status in OpenStack Identity (Keystone):
  Triaged

Bug description:
  As it stands the function list_role_assignments in the sql backend
  does not take any filter. So there is scope of optimization here.
