  Primary VIP being deleted from L3 HA routers after agent restart

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  After you restart a L3 agent, the primary VIP is deleted from the
  router namespace. It should not have any effect on HEAD / Kilo / Juno,
  but I found it while testing bp/report-ha-router-master where it has a
  very nasty effect - It reports the router as moving to standby.
