  L3 HA functional test not cleaning up router

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  neutron.tests.functional.agent.test_l3_agent.L3AgentTestCase.test_ha_router_conf_on_restarted_agent
  is not deleting the router it creates. This leaves namespaces on the
  test machine.
