  upstread RouterInfo refactor cause vpnaas unit test failure

  Fix Released

Bug description:
  Unit tests for PS25 of strongswan driver
  (https://review.openstack.org/#/c/144391/ ) failed, it's caused by
  upstream RouteInfo refactor.
