  Resource panel not visible

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The ceilometer default policy file is not constructed properly and is
  missing the default rule. This causes checks not defined to return
  failure when they should use the default rule. The view also relies
  list_projects for all projects. Putting this policy rule first to make
  the policy check accurate.
