  Use Neutron in Horizon integration tests job

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently, gate-horizon-dsvm-integration job uses Nova Network instead of Neutron, causing network-related patches to fail.
  Since the integration tests are also planned to test Neutron's networking features within Horizon it only makes sense that Neutron will be deployed.
