  jshint need impovement (Horizon)

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  It should

  - Include JS files under horizon/static/angular/ folder.
  - Add .jshintrc to allow globals defined by jQuery, Angular,
    Angular mock, Jasmine and d3.
  - Allow global strict mode in spec files.
