Title:
  A way for deployers to add new auth routes

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  With the addition of new authentication mechanisms we need to allow
  additional views to be registered to handle the different incoming
  credentials. I need to be able to configure that a plugin should
  register additional routes such as /auth/kerberos and /auth/websso
  from the settings file.
