  Add Policy button missing "plus" symbol in the firewall policies tab

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The "Add Policy" button is missing the "plus" symbol in the "Firewall
  Policies" tab. This is inconsistent with the Add Firewall and Add Rule
  button that have those plus symbols.
