  vmware: It can not be select hard or soft reboot

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Our users want to select hard or soft reboot in vmware environment.
  But vmware VCdriver do not pass a reboot type as a parameter.
  So I think that it must be able to selectively use this action.
