Title:
  Hypervisor support matrix contains no "pause" section but refers to it

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  When the new hypervisor support matrix was developed in-tree [1][2], a
  feature that had been referred to as "pause" on the old wiki page [3]
  was renamed "Stop instance CPU's" [4].  The change in name to
  something more descriptive is fine with me, but in the rendered
  version of the document [5] there's no heading for "pause" anymore
  even though two other parts of the document refer to "pause" [6][7].
  The latter one actually states "see notes for the pause operation"
  which a reader will be unable to find in the rendered document.

  We should clean this up and be consistent.
