  Some processes refused to die error on libvirt-lxc destroy

Bug description:
  Every now and then we've been seeing an error from libvirt
  "libvirtError: internal error: Some processes refused to die" when
  destroying containers. This appears to happen when libvirt attempts to
  kill all of the processes in a container, but they don't die fast
  enough. The containers seem to eventually die, but by that point Nova
  has already errored the destroy. If we catch this error and let the
  wait_for_destroy logic take over, the destroy should finish just fine.
