  Improve create instance without volume service

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Currently an error notification is raised when creating an instance on an OpenStack deployment without volume service.
      
  This change avoids the error notification as volume service is not required to boot an instance.
