Bug description:
The DVR mixin, which the MH plugin is now using, assumes that routers
are deployed on l3 agents, which is not the case for VMware plugins.
While it is generally wrong that a backend agnostic management layer
makes assumptions about the backend, the VMware plugins should work
around this issue.
