[Bug 1436300] Re: Broken Link in V3 API
This is a common occurrence in the documentation you will see elsewhere
as well such as:
http://docs.openstack.org/api/openstack-identity/3/rel/domain_config
It is simply an identifier that *looks* like a URL, it is not intended
to link to something useful at the moment.

Bug description:
The V3 API for CRUD on policies has a broken link to the
documentation. Specifically the line
http://git.openstack.org/cgit/openstack/keystone-specs/tree/api/v3
/identity-api-v3.rst#n5284
points to
``http://docs.openstack.org/api/openstack-identity/3/rel/policies``
which does not exist.
