  Update cloud-init to use SmartOS v2 metadata format

Status in cloud-init package in Ubuntu:

Bug description:
  SmartDC has an updated meta-data format. Cloud-init is currently using
  the V1 format. The v2 format is safer and doesn't break when queried
  incorrectly.
