Bug description:
  Add a space before a conf line cause failure at restarting the service.
  example via nova.conf:

  rabbit_hosts=10.35.186.132:5672
                  ==>
   rabbit_hosts=10.35.186.132:5672

  cause:
  [root@controller ~(keystone_admin)]# openstack-service restart
