  The directory holding dev docs is "doc" instead of "docs".

Bug description:
  In the "Building the Documentation" part of developing.rst, the
  results of command "$ tox -e docs" are actually in doc/ directory
  instead of docs/ directory, which doesn't exist in Keystone's source
  code.
