Bug description:
  This was seen during a gate run. It appears to be the root cause of
  many of the failures:

  2014-03-31 11:38:23.941 1498 ERROR nova.virt.libvirt.driver [-]
  [instance: c2399029-14b2-4b32-aa9c-b28d5c036d8b] During wait destroy,
  instance disappeared.
