  libvirt driver method _create_domain_and_network  orphans resources

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  It appears the if the _create_domain (called in
  _create_domain_and_network) fails that the volumes connected will be
  orphaned as well as the vifs which are plugged and the basic filtering
  which was applied. It appears that the heal_instance_info_cache
  periodic task may attempt to do this, which would not be required if
  that function did not orphan said resources in the first place.
