The old admin call without the --fixed-cidr just works this way

    Icehouse nova-network

  description:
    when i create a network(cidr is 10.0.0.0/16) it will raise "MessagingTimeout" error

  reason:
    create a network nova-conductor will insert all address into database(table "fixed_ips" ),it will take a longer time when network is very very greater.
