  [MAPR] Can't create cluster without volumes

Status in OpenStack Data Processing (Sahara):
  New

Bug description:
  Steps to repro:
  1. Try to create MapR cluster (4.0.2.mrv2). Use flavor without any volumes. Don't ask for volumes in Sahara.

  Observed behavior:
