Title:
  dvr failed schedule  to the l3 agent

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  create a router and add an interface to it , the interface is binding with a subnet in which contains two vms.
  the dashborad notified the success of this actiong to me. but when I checked it throw CLI
  $ neutron l3-agent-list-agent-list-hosting-router {router_id}
  output nothing

  the development environment is devstack in one node in dvr_snat mode.
